日本政府开发援助与对华经援的结束

本文通过对政府开发援助统计金额数字的横向对比,衬托出日本政府开发援助在国际上、特别是在发达大国中的地位。通过对日本"政府开发援助大纲"及其演变,以及新旧"大纲"的对比研究,揭示了日本政府开发援助的理念、目的、原则、方针和重点的变化及其原因、动机等要害因素。并以中国为例,结合日趋减少、将最终停止的对华援助,分析了这一政策产生的原因,提出了作者本人以正面评价为主,宽容看待这一政策变化,继续利用日方资金、向日本学习的主张。

Japanese ODA and Its Ceasing in China

The thesis compares the statistic data of official development assistance between Japan and other western countries to give prominence to the significant status of Japanese ODA in the international community and the developed countries in particular.The author brings out the ideas,objectives,principles,guidelines and stresses of Japanese "Official Development Assistance Outline" through analyzing its evolution,and especially through comparing the old and new outlines,illustrating the changes of Japanese ODA and its vital elements like causes and motivation.Simultaneously,the author takes for example the decreasing and ultimately ceasing of Japanese ODA towards China and analyses the reason for this Japanese policy change.Finally,the author presents his own idea that the Chinese people should give positive evaluation of and adopt tolerate attitude towards the policy change,and continue to utilize Japanese fund and learn from Japan.
