摘    要:城市购房入户制度和住房限购政策都涉及居民的迁移和地方公共产品的配置问题,利用蒂布特模型及其拓展的Tiebout-Oates-Hamilton模型分析上述住房政策,结果显示,在二元社会体制和户籍制度背景下,购房入户制度是有效的制度安排,但保证其有效性的制度因素,恰恰是推升住房价格的重要因素,而住房限购政策则可能导致地方公共产品供给的无效率。改革住房土地出让制度,推进公共服务的均等化,并同时开征住房财产税,是消除地方公共服务资本化和抑制住房价格上涨的有效政策组合。

Abstract:Based on Tiebout-model, we took an analysis of the urban housing policies such as migrating-with-house-purchasing and house-purchasing-limitation. The results show the former policy is efficient under duality system and household registration system, but the latter will lead to inefficient distribution of public goods. An impartial provision in public services with property tax levying would be a feasible policy in curbing house price and de-capitalization of public services.
