| 摘 要： | 公共理性确立于基本道德与政治价值之最深层次,是民主社会宪政体制的理性前提,是价值多元主义的整合机制。它涵摄着协商与公共服务双重价值,在一定程度上决定着社会公众的权利理性、道德走向与精神建构,决定着公权运行者的运权理性、道德姿态与政治智慧。它在实践中以协同善治为价值旨归,倡导公民社会与公权领域携手治理公共事务,从而最大限度地促进"公共善"与国家正义事业。
