论村民自治的有效与有序实现

实行村民自治是公共权力演变内在逻辑的体现和要求,也是在市场经济条件下适应农村改革与推进新农村建设的现实选择,这使得村民自治既具有规律性,又具有现实性。但是在实践中,由于党的领导权、基层政府的行政权各自与自治权之间的关系以及村庄内部自治权的实际运行等方面的问题,村民自治难以有效有序地实现。因此,处理好党的领导权、行政权与自治权的关系和规范村庄内部自治权的具体运行是促进村民自治有效有序实现的主要路径。

On the Realization of Effective and Orderly Villager Autonomy

Implementing villager autonomy is not only the expression and requirements of the intrinsic logic of the public power evolution but also the realistic choice of adapting rural reform and prompting new rural construction under market economy condition, which makes villager autonomy both have regularity and reality. However, in practice, as problems in the relationship between the Party＇s leadership and autonomy, the relationship between administrative power of primary government and autonomy, and the running of autonomy in the village, villager autonomy is difficult to come truly effective and orderly. As a result, solving the above problems is the main way to promote the villager autonomy to be effective and orderly.
