经济体制改革背景下的职工股及其基层民主管理价值

摘    要:在中国经济转型过程中,存在一种融合职工所有权观念与现代公司制度的制度,即职工持股。中国的职工股伴随着企业改革不断变迁,有早期自发的,如融资性职工持股;有中期行政主导的,如内部职工股、公司职工股、股份合作制;有至今留存的,如职工持股会。目前一般认为,职工股是一种公司制度、商事制度,作为职工参与普遍形式的实践尚不畅通,职工参与的“股东化”路径尚有诸多障碍。但是,经济转型中的职工股至少蕴藏了职工持股作为职工参与形式的理论价值和实践努力,职工股作为基层民主实践的价值有待挖掘和强化。

Abstract:There once existed a system,employee share,which attempts to fuse the ideas of employee ownership and the modern company system.The employee share of China continuously changes with the enterprise reform,including the financing employee share which is early spontaneous;the internal worker share,the corporate worker share and the joint stock cooperative system which are executive-leading on mid-term;the employee stock ownership which remains to this day.At present,the employee share is generally considered a kind of company system and trading system,but it is not yet a popular form of employee participation and there are still many obstacles for an employee with employee share to be “shareholder”.However,the employee share in the transition of China provides theory value and practical efforts of employee share as a form of employee participation,and it is worth to explore and strengthen the value of employee share as a part of democracy system at the grassroots level.
