中国区域协调发展的U型转变及稳定性分析

以东部、东北、中部和西部地区为地域单元,构建区域协调发展综合指数,对中国区域协调发展态势进行综合评价,具有重要的理论和现实意义。总体上,改革开放以来,伴随着国家区域发展战略从不平衡发展到协调发展的转变,中国区域发展综合协调水平经历了先持续下降(1985～2003年)、后逐年提高(2004～2009年)的"U"型演变。不过,当前中国区域协调发展的综合水平依然处于较低层次,未来区域协调化发展任重道远。今后较长一段时间内,必须坚持以科学发展观为指导,不断完善中国区域发展总体战略,调整优化国家区域政策,促进区域全面、可持续的协调化发展。

"U-Shaped" Change on the Degree of Regional Coordinated Development and Its Stability in China

Taking the east,northeast,middle and western regions as geographical units,the composite index of regional coordinated development is constructed to comprehensively evaluate the degree of regional coordinated development in China,which is of significance for current theoretic research with practical needs.Generally,since the reform and opening-up,along with the transition of national regional development strategy from unbalance to coordination,the comprehensive level of China’s regional coordinated development has experienced the "U" shaped evolution,namely,from continuous decline(1985 to 2003) to gradually increase(2004 to 2009).But it should be noted that China’s current overall level of regional coordinated development is still at a low level,and there is a long way to go for coordinative development.In future,we should adhere to the guidance of Scientific Outlook on Development,improve the national overall strategy of regional development,and optimize the national regional policies to promote regional comprehensive,coordinated and sustainable development.
