资本要素西进的效应及机制选择

资本要素是经济落后地区经济发展的基础。根据比较优势理论 ,某种要素在其稀缺的地区 ,其价格就比较高 ,该要素就会向该地区流动 ,因此 ,我国资本要素应该往西部流动 ,但我国的实际状况不符合这种逻辑。要解决西部资金问题 ,应促进资本要素西进 ,其措施是加速资本流动 ,提高资本的相对丰裕度 ;培育资本市场 ,加强融资能力 ,有效配置资源 ;提高西部要素边际产出率 ,增强资本形成能力 ;调动民间资本 ,广辟资金来源

Effects of Capital Element's Going to the West and Its Mechanic Selection

The capital element is the base of economical development in backward areas.Theoretically,in an area short of capital,the price is comparatively high,so the capital will flow into this area.In fact,China's western areas lack capital,but capital is not flowing into them but to the east because of profit-pursuing.In this case,in order to solve the capital shortage problem in the west,we must quicken its flow speed, improve its deposit,cultivate its market,strengthen the power of capital collecting, allocate it effectively, improve its output, enhance its forming ability and collect folk capital and other kinds.
