| 摘 要： | 论述了理性官僚制的实践困境及其陷入困境的深层原因。着重分析了以新公共管理理论、新公共服务理论与后现代公共行政思潮为主的现代行政学理论对官僚制模式的批判与反思，分析了我国学者张康之教授“超越官僚制”的理论构想，并据此对官僚制的救治之路进行了初步探讨。

| Abstract: | This article brings to light the predicament the Rational Bureaucratic System and its deep-rooted cause,focusing on the criticism and reflection on the Bureaucratic System from the perspective of modern administration theory,which mainly involves such theories as new public management theory,new public service theory,postmodern public administration theory,as well as the theoretic framework-“transcending Bureaucratic System”by Zhang Kangzhi,a renowned scholar in China.Based upon this,the article is intended to explore the way out to reform the Bureaucratic System. |
