| Abstract: | A way of construction of saving institutions of higher learning must be adopted in the primary stage of socialism.The cost of school running should be decreased,the process of school running should be optimized on the basis of scientific strategy,enhancing management and so on.We should improve quality and benefit of education with the least input. |
