我国实施再就业工程存在问题及其出路研究

失业和再就业问题是事关我国经济社会协调发展全局的一个根本性战略问题。从分析我国再就业工程实施的三个阶段入手，提出由于我国就业问题的复杂性，因此当前再就业工程实施面临一系列新的问题和矛盾。要进一步推广和实施再就业工程，切实解决下岗职工基本生活保障和再就业问题，国家必须加快经济结构调整，培育新的经济增长点，扩大就业容量，同时尽快建立多层次、多渠道社会保障和职业培训体系。

The Study of Problems and Solution of Re-employment Project in China

The issue of unemployment and re-employment is very important to social and economic development. Having analysed the three stages of China's re-employment project,the authors pointed out that the re-employment project had encountered many new problems. To advance the re-employment project and ensure the lay-off pay,the government should accelerate the economic structural adjustment,cultivate new economic growth pole. At the same time,new system of social security and vocational education should be founded as early as possible.
