| 摘 要： | 根据AHP-FCE综合政策评判模型,以政府技术采购政策为例,探讨了创新公共政策的满意度评估问题。科技创新政策满意度下分政策执行、政策制定、政策反馈评价准则三个分准则;下分若干评价指标,指标满意度正向命题,分为非常不同意到非常同意五个评价等级。评估结果显示该政策的满意度不高。原因主要在政府采购机构设置混乱导致执行力不足、监督不够、企业参与热情不高等,并提出了调整机构、深化细则、信息便利等建议。
