| 摘 要： | 各种社会不公正问题会造成社会不和谐,社会不和谐会造成社会不稳定,社会不稳定对经济发展带来巨大的负面影响。缓解社会矛盾,建立一个有利于经济发展的和谐社会,离不开社会保障功能发挥作用,社会保障制度是建设和谐社会的重要支柱。
