| 摘 要： | 1931年九一八事变爆发 ,中国局部抗战开始 ;1937年七七事变爆发 ,中国全民族抗战开始 ;194 1年 12月 9日 ,国民政府对日宣战。国民政府在珍珠港事件前为什么不对日宣战呢 ?其原因主要有三个方面 ,即日本未宣战 ,对英美的依赖和“安内”问题。基于以上错误认识 ,国民政府便把中国的命运寄托于列强身上 ,在日军的侵略面前 ,错误地执行所谓“攘外必先安内”的政策。本文拟对国民政府在珍珠港事件前不对日宣战的原因作粗略分析
