探索有效的国有资产经营体制和方式

文章将十六大报告对国有资产管理体制改革的贡献概括为四个观点 ,并就如何建立和形成有效的国有资产经营体制与方式进行了重点探索 ,提出关键在于处理好三大关系 ,即政府行政管理与资产管理的关系、资产管理与资本经营的关系、资本经营与市场取向的关系。

Exploration to Effective Institution and Way in Managing State-owned Assets

This paper highly generalizes four points from the report of 16th National Congress of the Communist Party of China (CPC) on its contribution to managerial institution reform of State owned assets, and explores an effective way to establish and form a system. In this paper, the writer proposed that the solution to this issue is to deal with 3 major relations, i.e., government administration and assets management, assets management and capital management, and capital management and marketing orientation.
