全球化与韩国社会福利的发展

20世纪90年代后半期,韩国经历了被称做福利国家胎动的巨大变化。然而,外汇危机以后,韩国的社会成员面对雇佣不稳定和收入不稳定的情况,失业的危险程度比以往任何时期都要高。全球化的深化对社会福利发展有着复合性的影响。尽管社会福利在发展,但收入不平等与贫困变得更加严峻的原因是多样的。韩国自20世纪60年代以来实施的发展主义战略有明显的局限性,即根据内外情况的变化,发展主义战略不能继续发挥有效的机能。为了从这样的局面中摆脱出来,应当创造出福利与增长的良性循环,并将宏观经济社会发展战略中的社会福利的发展战略具体化。
