构建和谐社会是一个多种要素相互配合和相互统一的系统工程，不仅需要蓬勃发展的经济基础，还需要安定有序的政治环境和健康和谐的社会心态。和谐的社会心态是构建和谐社会的重要组成部分和内在要求，它为社会发展提供强大的精神动力和良好的心理氛围，从而推动社会快速健康发展。在社会转型加快和改革发展进入关键时期，社会心态的状况对社会稳定与发展的影响更大，没有民众和谐良好的心态，就不可能有真正持久的、和谐的社会生活秩序，也就不可能有社会的稳定和发展。因此，必须建立健全各种舆论导向运行机制，注意正面引导，畅通社情民意反映渠道，加强社会利益公平分配的监管和调控力度，使广大民众真正树立起理性平和、积极向上的社会心态。
