随着2010年1月20日深圳市政府新闻办的一纸通报，一度沸沸扬扬的深圳“海上皇宫”事件尘埃落定。通报指出，深圳市海上精英娱乐有限公司在东山湾海域建设“海上皇宫”构筑物占用海域，不符合海洋功能区划，不符合用海审批条件，一直未获得海域使用权证书，省、市、区三级海洋主管部门也没有对其用海作出过任何批文。该公司非法占用海域事实清楚，证据确凿。
