| 摘 要： | 治安行政指导是现代治安行政管理由对抗型走向合作型、封闭型走向开放型、扰民型走向亲民型的必然选择与趋势。在治安管理实践中表现出两大类功能：补充和替代、引导和促进、疏通和协商、自我完善和文化改良的一般功能与规制；以及预防和抑制的特殊功能。

| Abstract: | Administrative guidance of public order is the inexorable choice and trend of contemporary administrative management of public order that has been shifting from resisting to cooperating,from closing to opening,from harassing people to being intimate to people.In the practice of public security management it has the following functions: first is the general function of supplement and substitution,instruction and promotion,mediation and consultation,self-improvement and culture-innovation;and second is its special function of prevention and inhibition. |
