农民增收理论与提高杨凌示范区农民收入的途径分析

本业增收和转移增收是农民增收的两条必经之路。本业增收的关键是成立农民协会 ,将分散的农业生产销售有机组织起来 ;转移增收的关键是加强对农民的教育培训 ,提高农民的文化素质和技能 ,转移增收是农民整体增收的根本出路。加入 WTO对农民本业增收利弊各半 ,但有利于转移增收 ,杨凌示范区农民增收应采取的对策有 :成立农民协会 ,指导区内农业有序生产 ;成立“三农”发展学院 ,加强对区内农民的教育培训 ;取消户籍限制 ,大力发展劳动密集型工业等

Analysis on the Theory and Practice of Improving Farmers'' Income

Improving farmers'income can be done through two ways.The first is through agricultural production itself, the second way is to make farmers work on non agricultural production field. The key of the first way is to establish farmers association so that farmers agricultural productions can be organized systematically. The key of the second way is to strengthen farmers' education and training,and enhance their cultural and technical quality. The second way is the essential one for improving farmers' income. There are both advantages and disadvantages for improving farmers' income through the first way after China enters WTO, but it is good for improving income through the second way. According to the analysis above, some practical measures are brought out for improving farmers' income in Yangling Demonstration Zone.
