| 摘 要： | 区域经济一体化不仅要求经济领域的一体化,而且也要求法治的一体化,法治环境是区域经济一体化软环境建设的基础和首要环节.而环渤海区域经济一体化的发展艰难与该区域内缺少一个良好的法治环境不无关联,主要体现为地方性法规的冲突.要为环渤海区域经济一体化的实现创造一个良好的法治环境,可以通过避免地方性法规冲突的立法机制为区域经济一体化提供有利的法律制度供给以促进区域经济一体化的实现和确立,环渤海区域公共利益原则的法律适用原则以保障区域经济一体化的实现.
