各地新农保养老金及补贴标准合意增长水平研究——基于养老金替代率视角的分析

依据《国务院关于开展新型农村社会养老保险试点的指导意见》中规定的各项标准,构建现行政策下新农保养老金目标替代率的模型,分析影响替代率的不同因素、评估替代率总体水平,并提出养老金替代率的合意区间,基于此寻求各地方基础养老金和缴费档次及补贴标准的调整方案。研究发现,各地缴费档次及补贴标准的提高速度应与当地农民上一年人均收入的增长率保持相当,而基础养老金的提高则应略高于收入的增长,各地方应有所差异。为平衡不同年龄参保者的养老金替代率,在制度推进期间东部九省市还需增加非满期缴费者的补缴年限,这也可减少因参保先后而造成的不公平。

Study on the Appropriate Growth of New Rural Social Old age Insurance Pension and Subsidy: Based on Analysis on the Replacement Rate

Based on the standards of "Guidelines on Launching Pilot Projects of New Rural Social Old-age Insurance",this paper builds a model of the replacement rate of new rural social old-age insurance,then analyzes different factors affecting the rate and assesses the overall level of the replacement rate.It gives a range of pension replacement rate based on which the adjustment programs about regional pension pay grade and subsidy.This study found that the pay grade and subsidy’ increasing speed should be similar with the growth rate of per capita income of local farmers in the previous year.But the improvement of base pension should be slightly higher than the income growth and there should be regional difference from each other.For the balance of pension replacement rate of different age of farmers insured,nine provinces and cities from the eastern region still need to increase years of non-full period payers’ payment,which can also reduce unfairness caused by being insured early or late.
