| 摘 要： | 人权的义务主体是人权实现的核心要素，其是否履行义务对人权实现产生直接影响。各国政府承担人权实现的最主要的义务。国际组织尤其是联合国组织，也承担着重要责任，但其作用侧重于“监督”。各社会组织特别是人权非政府组织在人权保障上的作用将日益加强。个人是人权主体，但同时也是人权实现的义务主体。

| Abstract: | The subjects of obligations are essential for the realization of human rights.Performance of the obligations by the subjects has direct influence on the realization of the human beings.Countries bear the main responsibility for the realization of human rights.International organizations,especially the United Nations,are also responsible for the realization of human rights.But the responsibility of the later focuses on "supervision".Various social organizations,especially the NGO of human rights play more and more important roles on the guarantee of human rights.Individuals are not only the subjects of human rights,but also the subjects of obligations. |
