新农村建设中能源贫困的制度困境与对策

我国农村能源贫困问题已经十分突出,但我国现有的农村能源法律制度仍存在诸多问题,主要表现在缺乏全国性农村能源专门法律;制度粗糙,配套措施不完善;相关行政管理制度不规范;新能源经济激励制度不足等。通过综合考察分析国外发达与发展中国家农村能源法律制度建设的相关经验,在探索全国性的农村能源专门立法、理顺农村能源管理制度、加强农村新能源经济激励制度建设等方面提出了对策建议。

Dilemma and Approach to Energy Poverty in the Construction of New Village

Rural energy poverty has become an increasingly prominent problem,and its symptoms are as follows: dominant traditional biological fuel,underdeveloped commercial energy,irrational consumption patterns of rural energy,less-developed new energy,inefficient energy utilization,and serious environmental pollution.Substantial issues exist in the current law and legislation on China’s rural energy.Based on comprehensive exploring and introducing the experience of foreign legislation on rural poverty,this paper provides countermeasures against rural energy poverty by probing into national special legislation on rural energy,regulating the administration of rural energy,and strengthening the building of economic incentive system.
