| 摘 要： | 美国是世界上能源生产和消费大国,能源政府规制意义重大。美国的能源政府规制包括三个层次:国会、联邦和各州政府。国会参众两院负责能源政府规制的立法,联邦政府依照相关法律制定能源战略和能源政策,并通过能源科技创新促进国家的经济发展和保证能源安全。各州政府则依照相关的联邦法律和地方法律对所在地区的能源进行管理。借鉴美国的经验,中国应从四个方面加快能源政府规制的改革:制定和完善能源法律法规;尽快建立能源部;组建独立的规制机构;尽快建立和完善地方能源规制体制。
