论我国现行征地制度存在的问题与改革思路

首先分析了现行征地制度存在的主要弊端，包括农地产权主体模糊，农民利益受损；征地范围过广，土地资源配置效率低下；征收土地补偿标准过低，土地征收规模失控等等。在此基础上，结合目前学术界关于征地制度改革模式的讨论，提出了我国征地模式改革思路，包括非农建设用地一级流转方式，土地使用权的征用范围，土地征收、征用及出让主体的划分，土地补偿或买卖价格的确定等内容。

Existing Problems and Ideas for Its Reform of China's Current Land Acquisition System

Analysis was made of certain existing shortcomings on land acquisition system at first, including blurred agricultural land ownership, jeopardizing the interests of farmers, too broad scope of land requisition and inefficiencies of land resources allocation and low land compensation standards. On this basis, combining academics on the land requisition system reform model discussion, the paper raised the mode of China＇ s land requisition reform framework design, including non-agricultural construction land transfer, the sale of the land division, land price and compensation standard determining and so on.
