论银企政协同变革

国有银行改革的中心环节是解决国家作为社会管理者和国有资本所有者的双重身份问题。要建立现代化金融企业制度 ,就必须剥离国有银行的双重身份 :少部分改造为政策性银行 ,大部分改造为股份制银行。国有银行量大集中本身是大量国有企业存续的需要 ,也是政府经营管理国有企业的资金依托。因此 ,国有银行改革应与国有企业和政府机构改革协同进行。

On Coordination of Reforms of Banks,Enterprises and Governmental Organizations

In order to improve the system of market economy,it is necessary to carry out further reforms of state-owned banks.The key link of the reform of state-owned banks is to solve the problem that state-owned banks are not only administrative institutions but also the owner of state's capital.To set up modern system of financial enterprises,the only way is to change the dual status of the state-owned banks:a few into policy banks,most into stock banks.The state-owned banks are necessary for the existence and development of state-owned enterprises.They are also the guarantee of capital for the government to administer state-owned enterprises.So the reform of state-owned banks should be carried out with those of the state-owned enterprises and governmental governmental organizations at the same time.
