摘    要:职业教育质量监测评估不仅是提高和保障职业教育质量的重要途径,也是建设现代职业教育体系的核心工作之一。基于对英、美、德、澳职业教育质量监测评估体系的比较分析与经验总结,提出我国职业教育质量监测评估体系建设的方向:树立改进学习,发展技能,提高职业教育对经济社会的贡献的价值理念;建构多方参与,民主协同,保障职业教育质量监测评估公信力的组织架构;实施程序公正,分层推进,外部评估和自我评估和谐互补的评估流程;制定过程监测,规范标准,保障全面质量的指标体系;最后还要因地制宜,综合创新,借助信息技术变革升级职业教育质量监测评估的方法工具。

Abstract:The quality evaluation of vocational education is not only an important way to improve and guarantee the quality of vocational education, but also one of the core work of building modern vocational education system. Based on the comparative analysis and experience of the evaluation system of vocational education in Britain, America, Germany and Australia, this paper puts forward the construction and reform direction of the quality evaluation system of vocational education in China, including establishing the value of improving learning and developing skills to improve the contribution of vocational education to economy and society; constructing a multi-participating, democratic and cooperative organizational structure to guarantee the credibility of vocational education quality monitoring and evaluation; implementing impartial and stratified evaluation process integrated with harmoniously complementary external evaluation and self-assessment; formulating a process monitoring index system and standards to ensure the quality of the comprehensive evaluation of education; and finally, with the help of innovation and information technology reformation, upgrading the methods and tools used for vocational education monitoring and evaluation with local conditional considered.
