中国公务员社会保障的改革模式

摘    要:公务员社会保障制度是整个社会保障制度的重要组成部分,也是国家公务员制度的重要内容,公务员社会保障制度是推进行政体制改革的重要一环,和企业社会保障制度相比,公务员社会保障制度发展相对滞后,存在许多问题,其中最为关键的问题在于没有明确提出适合我国国情的公务员社会保障制度的改革模式。中国公务员社会保障制度可以采用“基本社会保障和政府补助相结合”的模式。

Abstract:The social welfare system for civil servant is an important part of the entire social welfare system and the significant content of the national civil servant system.It is also a vital link in carrying out administration system reform.Comparing with enterprise social welfare system,the development of the social welfare system for civil servant was held up relatively and has many problems.The key one is that the reform model of it conforming to Chinese condition has not yet mentioned explicitly.The Chinese social welfare system for civil servant can make use of the model of "integration of basic social welfare and the government compensation".
