| 摘 要： | 我国生态环境的安全取决于西部地区生态环境的保护与建设,通过对西部民族地区生态环境问题评述的同时,从历史、理论的视角进行反思,并在此基础上,从三个方面对实施我国环境资源价值的转移和补偿机制进行探讨并提出:一是所有的环境资源都具有价值,实施有偿使用;二是环境资源及其保护者所产生的巨大的生态功能隐性价值,必须外化,并通过有效的财政转移支付;三是对因过渡开发造成的环境资源欠债,须建立长期的补偿机制。

| Abstract: | China's ecological safety largely relies on the ecological protection and construction in west China.From both the historical and theoretical perspectives,this paper discusses the mechanism of value transfer and compensation of China's ecological resources from three aspects,that is,firstly,all eco-resources have their value,whose use should be compensable;secondly,the great intangible value produced by the eco-resources and their protectors should be externalized with efficient fiscal transfer payment;thirdly,the abuse of the eco-resources should receive long-term compensation. |
