西部经济发展必须建立在生态经济开发的基础上，根据生态经济的系统性、公共性、全球性或称溢出性、持续性等四个特点，西部生态经济的开发，必须建立健全完善的制度机制，这个机制既包括宏观层次的法律约束机制、生态转移支付机制和政府协调机制，又包括微观层次的区域内生态经济联系机制、区域间生态经济联系机制。只有建立健全了这些制度机制才能实现西部生态经济的有效开发和西部经济的跨越式发展。

Innovation of Mechanisms for the Eco-economic Development in the Western Regions

The development of economy in the western regions must be based on the development of the eco-economy. As eco-economy is characterized as being systematic, public, global, and continuous, a series of systematic mechanisms are required to ensure the western regions' development of the eco-economy and of the economy in general. The mechanisms include the macro legal restriction mechanism, eco-transfer payment mechanism, and the governmental coordinating mechanism, as well as the micro individual regions' internal liaison mechanism and inter-regional liaison mechanism.
