| 摘 要： | 东北亚区域合作在迎接机遇的同时,也面临诸多新的挑战。美国主导的TPP为遏制中国致力于打造前所未有的高标准自由贸易区范本,东盟中心地位不稳,APEC面临＂意大利面条碗＂效应,东盟RCEP区域经济主导权被削弱,SCO重视安全问题,忽视经济合作潜力。面对东北亚区域合作的新挑战,中国应积极参与中国—东盟RCEP,以获得先期话语权和主动权,努力与TPP协议接轨;应加快推进东北亚区域合作,尽快建立中日韩自贸区;在大力支持东盟发展的同时,东北亚区域合作可率先采取渐进梯度路径获得快速发展;东北亚区域合作应重点关注经济合作领域,充分发挥经济合作潜力。

| Abstract: | Northeast Asia regional cooperation is now facing both opportunities and new challenges：TPP,led by USA,is trying hard to build the unprecedented high standard sample of free trade zone to contain China;RCEP regional economic dominance is weakened;the core status of ASEAN is unstable;APEC faces＂Spaghetti bowl＂phenomenon;SCO attaches great importance to security problems,but ignore the economic cooperation potential.China should take an active part in RCEP and make efforts to connect with TPP.Besides,it is necessary to quicken the building of China-Japan-Korea free trade zone,strongly support ASEAN,adopt a route of progressive gradient to further develop the Northeast Asian cooperation,to focus on the economic cooperation and make full play of economic potential of this region. |
