| 摘 要： | 导致煤矿塌陷土地低效利用的主要原因是塌陷及复垦土地产权关系不清。要改变这一状况,必须理顺塌陷及复垦土地产权关系,建立塌陷及复垦土地的多向流动机制,培育和发展塌陷及复垦土地市场体系。

| Abstract: | This paper analyzes the problem of management mechanism that exists in reclaiming and utilizing the subsided land of the colliery in our country. It has come to the conlusion that it is the disorder relations between ownership and management of the reclaimed subsided land that cause the poor efficiency utilization of reclaimed subsided land. Accordingly, in order to solve the problem, this paper brings forward a set of measurements, such as putting the property right relation of the reclaimed land in order, setting up the mobile mechanism of the subsided and reclaimed land in many ways, and fostering and developing the market system of the subsided and reclaimed land, etc. |
