关于纪检监察制度创新的若干思考

在推进反腐败工作和党的作风建设过程中,党的纪律检查和行政监察工作发挥着特殊的重要作用。新世纪新阶段我国纪检监察工作面临着新的机遇,但同时也面临着一些突出问题:一是现行的纪检监察工作体制因缺乏独立性而造成职能“缺位”;二是现行反腐败领导体制和工作机制不能发挥应有的作用;三是纪检监察工作党政不分,以党代政、以党代法的“越位”问题突出;四是在思想方法和思想观念方面,思想封闭,观念落后,视野狭窄,循规蹈矩,创新不足。要改进和完善纪检监察工作应抓好以下工作:一是要构建纪检监察新体制,确保纪检监察部门独立自主和富有成效地开展工作;二是要理顺内部机制,确保纪检监察部门的人员、经费、装备、技术手段能够满足工作的需要;三是要提高案件查处概率,打消腐败分子的侥幸心理;四是要加大处罚力度,提高对腐败分子总体处罚水平特别是要加重经济处罚;五是要深化改革,创新体制,不断拓宽预防和解决腐败问题的领域;六是要加强反腐倡廉的宣传教育,争取人民群众的支持和参与;七是要建立和完善现代反腐败制度,把反腐败寓于各项重要政策措施之中。
