| 摘 要： | 2004年起,云南省对高校生均拨款制度进行改革,实行经费包干体制,至2008年第一轮包干体制结束。在经费包干期间,云南高等教育的发展取得了显著成效,学生规模稳定,多层次、多元化发展初具规模,教师整体素质提高、科研成果累累。但也暴露了一些问题:经费不足,效益亟待提高,债务增长迅速,经费运转困难。为推进云南高等教育的发展,应采取切实有力的措施,包括建立与市场经济相适应的高教资源投入多元机制,进一步改革和完善现有的经费包干体制,改革高校内部管理体制,加快高等教育专业结构调整,进一步加大财政合理投入力度等。
