救济与权利视角下的贸易保护应对策略

贸易保护和救济与权利发生结构中的“内部结构”及其短期效应相关，而“外部结构”则主要针对贸易争端的解决，其意义在于抑制“内部结构”的短期效应，以在最短的时间内恢复贸易平衡。短期效应有其合理性，但也存在着明显的危害。从救济与权利的视角出发，贸易保护的应对策略就是发挥短期效应的积极方面，努力克服其消极方面，有效利用现存的双边机制并及时调整我国的贸易策略，其根本目的在于维护产业经济安全。
