| 摘 要： | 北京作为次中央实体加入GPA,开放政府采购市场,既是机遇,同时也面临巨大压力。能否把握机遇、从容应对,关键在于正确认清形势、准确把握现行的政府采购制度与GPA规则的差距,借鉴成员国开放政府采购市场的经验,从北京市政府采购发展现状出发,制定适宜的战略和政策、措施,借助加入GPA的时机,建立科学规范的政府采购制度。

| Abstract: | There have been not only opportunities but also Challenge for Beijing,as a sub-central government entity,to join GPA and open government procurement market.The key to grasp opportunities and calmly deal with challenges lies in knowing clear situation correctly,identifying the gap between the existing government procurement system and GPA rulesaccurately,drawing on member states’ experience in their opening government procurement markets,formulating appropriate strategies,policies and measures on the basis of the Beijing Municipal Government procurement development status as well as establishing a scientific and standardized government procurement system by virtue of joining the GPA. |
