股份制是西部国有企业改革的方向

西部地区国有企业较为集中,在整个国民经济中所占比重较大,因此西部经济大发展,搞好国企是关键.在社会主义市场经济条件下,国企要想在市场竞争中站稳脚跟,求得生存和发展,必须进行股份制改造,并且必须克服过去改造的股份公司中,国有股"一股独大"的致命弱点,使股权结构多元化、股权全面分散化.这样,才能有效阻止政府权力进入股份有限公司,把公司变成个人或某个上级单位的"超级提款机",进行权钱交易和"黑箱操作",才能使股份公司按其本质特征,规范透明地运行,以达到赢利的目的,促使西部市场发育成熟,带动西部经济发展.

Stock System: the Direction of the State-owned Enterprise Reform in China's West

A pool of state-owned enterprises is located in the western regions, which accounts for a larger part in the whole national economy. So it is of key importance to do well in running these enterprises in the west development. Under the circumstances of the socialist market economy, in order to stand firm, survive and develop in the heated competition, the state-owned enterprises should undertake a series of transformations by means of stock system. An at the same time they should try to avoid the previous weakness of "having a dominant share" which stock companies used to experienced in the reform. Their shares should be divided among many owners. In this way, the government power will be prevented from making them someone's or some government body's "super money machine" by entering into the stock companies so as to avoid the power-money deal and "the black box operation". And in this way, these companies can operate normally and transparently according to their nature so as to make profit. This will lead to the maturation of the market in the western regions, and hence bring along the economic development of the western regions.
