| 摘 要： | “苏北星火带”支柱产业发展的关键是技术创新。笔者运用经济理论对“苏北星火带”支柱产业技术创新的现状进行了分析,主要从完善技术创新的政府财政制度、科技成果转化机制和加强对知识产权的保护方面,探讨进一步提高“苏北星火带”支柱产业技术创新能力的有效途径。
