欧盟和成员国区域规划立法实践及对我国的启示

欧盟各主要成员国英国、德国和法国早在二战结束之后就开始着手区域规划法的编制和颁布工作,到目前已经形成比较完备的区域规划法律体系.同时,在欧洲一体化的进程中,欧共体乃至欧盟的各主要条约对于区域规划方面的内容也有明确的规定,从而在欧盟超国家层次上进一步完善了区域规划法律体系,这对于解决欧盟内部不同成员国和不同区域之间的经济发展差距问题发挥了重要的作用.而客观对欧盟及其主要成员国在区域规划立法方面的实践和经验,对我国区域规划立法的完善有着积极的启示作用.

Study on the European Union and Its Practice of Key Member States' Regional Planning Legislation and Its Inspiration for China

Some key member states of the European Union,such as the UK,Germany and France,have begun to work out their regional planning laws since the end of the Second World War.Complete and sound regional planning legislative system has been set up in these countries by now.At the same time,in the process of the European integration,the European Community and later the European Union also include some important articles of the regional planning in some key treaties.It has played very important role in reducing the economic development gap among different member states and regions.The analysis towards the successful practice and experience of the regional planning legislation in the EU and its member states will make a positive influence on the improvement of the Chinese regional planning legislation.
