| 摘 要： | 电子民主是网络时代实现民主的一种新形式,它超越传统民主,克服了传统民主导致的日益增大的民主赤字和严重的政治脱离的弊端。电子民主在中国的勃兴给我国人大制度带来挑战。国家应当通过电子民主的制度化以增强人大代表与选民之间的沟通和交流;通过电子民主强化人大立法的信息交流与协商;通过电子民主充分发挥人大监督的职能。
