摘    要:高等教育的改革和发展为全面实施素质教育注入了新的生机,创新学分制的实施适应了素质教育对人才培养的要求.实施创新学分制,应建立科学的量化、细化指标体系,处理好内容与形式、质量与数量、教与学等几个关系.
