| Abstract: | Qualified personnel, along with science and technology, plays an important role in the developmewt of West China. Based on a careful study of the existing human resources, this paper focuses on how to create a good human enviroment for the qualified personnel and also on what favourable policies can be pursued to attract the well-trained persons. |
