| 摘 要： | 信访是公民政治参与的一种形式，参与制度的不完善、参与渠道的阻塞、组织资源的贫乏以及政治文化的不成熟是信访洪峰和越级信访、集体信访等非制度化信访形成的重要原因。只有完善参与制度、疏通参与渠道、培育成熟的社会组织和政治文化、明确政治参与渠道的分工才能从根本上解决信访问题。

| Abstract: | China＇s mass letter and visit reception is the form of political participation, the imperfect system and the blocked ways of participation, the lack of organizational resources,as well as the immature of political culture are the important reasons for the non-institutionalized inquiry, such as the inquiry peak, the inquiry by passed the immediate leadership, and the collective inquiry. In order to totally solve the problems of citizen inquiry,it＇s necessary to complete the system and dredge the channels of participation, to develop the mature social organization and political culture, define the functions of channels in political participation clearly. |
