| 摘 要： | 区域经济调控立法模式决定了区域经济法治化进程中法律体系的基本框架和立法选择的方向,也直接影响区域内法律关系调整的效率及效果。立法模式的构建,既要避免照搬传统立法的硬法模式(即以"基本法为主,相关法为辅"),又要注重在硬法规范的体系内,发挥软法对区域经济的引导、调控和促进作用,走软硬相结合的立法模式。①

| Abstract: | The mode of regional economic regulation legislation decides the basic framework of legislation and its choice direction in the process of legal system,and also affects regional legal relationship of adjustment efficiency and effect directly.The construction of the legislative model,not only avoids copying the legislation of traditional hard law mode (i.e.,giving priority to basic law,supplemented by relevant law), also pays attention to the guidance,regulation,and promotion function of soft law on regional economy in the hard rules within the system,establishing the combination of hard and soft legislation mode. |
