总结我国农村建设的经验教训,充分认识新时期农村建设的重要性,结合落后地区的实际,因地制宜、发挥优势、创新观念,以发展现代农业、增加农民收入、改善农村面貌、培养新型农民、增加农业和农村投入、深化农村改革为重点,按照"生产发展、生活宽裕、乡风文明、村容整洁、管理民主"的要求,扎实稳步地全面推进落后地区社会主义新农村建设。
