| 摘 要： | 与贝克的风险社会理论相反,现实世界存在广泛的个人风险不平等。在我国,个人风险不平等以及风险分配不公正导致的社会风险冲突,已影响到社会整体的安全和发展。风险分配公正是和谐社会建设的应有之义,为此必须建立健全促进风险分配公正的法律制度,强化政府对风险分配的调节,发挥各种主体的积极性作用。另外,只有培育一个低风险、应对风险能力强的庞大中产阶层,才能真正实现和谐社会建设。

| Abstract: | Personal risk inequality is existing widely in real world. The social risk conflict caused by the personal risk inequality affects the security and development of society. The justice of risk distribution should be one important aspect of the construction of the harmonious society, so we must establish a sound law and institution system, strengthen the ability of government to adjust the of risk, make a variety of people playing positive effect, and nurture a large middle class with low-risk and high ability to cope with risks. |
