| 摘 要： | “三生”共赢即生态、生活和生产在时间和空间上共赢。总结历史经验教训，今后我们必须按照“三生”共赢的原则去发展，特别是在县域社会的建设中，一是坚持政府、企业和公众的协同；二是努力打通一、二、三产业，让农民从打通的二、三产业的高额利润中得到合理的回报。
