搁置外交——解决领土争端问题的外交理念新探索

所谓搁置外交是指在处理与周边国家关系的进程中，对一些历史遗留的、在近期内难以解决的问题，在坚持原则的基础上，暂时搁置起来，留待时机成熟时再去解决的一种外交方法和策略。搁置外交策略不是缓兵之计，更不是对现实问题的逃避。它是在正视现实的基础上，谋求矛盾的和解，谋求问题的解决，有着深刻的内涵。笔者认为，搁置外交不仅对中国在处理周边问题特别是涉及领土争端的问题上有重要的指导意义，而且为他国解决此类问题提供了有益的范例。
