| 摘 要： | 2002年以来我国建立了境外投资管理制度体系。现行境外投资管理制度在促进我国境外投资发展方面有积极作用，但现行境外投资管理制度存在开办企业核准制度的相关规定与项目核准及外汇资金使用核准制度不一致的现象，以及政府对境外投资的引导和扶持政策有限影响了境外投资的发展等问题，需要完善相关措施。
