罗尔斯国际政治思想初探

罗尔斯认为国家具有道德特性,并将国家分为五种类型。前两种(自由人民、合宜人民,统称为良序人民)是人民社会的成员,后三种(法外国家、负担不利条件的社会和仁慈的专制主义社会)不是人民社会的成员。在此基础上,罗尔斯认为自由国家有对非自由国家进行战争的权力,保护人权可以成为战争的理由,战争中应遵守战争的规范,即区别对待原则和比例原则。罗尔斯主张国家间合作,但反对建立世界国家;主张国际援助,但援助不是注入资金,而是改善被援助国家的制度环境;主张国内正义原则,但反对国际分配正义。

Rawls believes that states have moral traits and the world is made of five societies.The First two(liberal peoples and decent peoples,together called well-ordered peoples) are the members of the Society of Peoples,while the others(outlaw states,society burdened by unfavorable conditions and benevolent absolutism) are not the members of that Society.On the basis of this theory,Rawls thought liberal states had rights to wage wars against non-liberal ones and the protection of human rights can be reasons for fighting and the norms of wars should be obeyed.At last,Rawls supported co-operations between well-ordered peoples,but denied the world government.In addition,he insisted the international aid and was against the global distributive justice.
